Wayne Camara Tapped by DOE to Advise on Standards and Assessments

On Aug. 13, U.S. Secretary of Education Margaret Spellings appointed Wayne Camara, vice president for research and development at the College Board, to serve as one of 16 members of the newly formed National Technical Advisory Council. The council’s purpose is to advise the Department of Education on complex and technical issues regarding the design and implementation of state standards, assessments and accountability systems.

“The council will give advice on how to implement aspects of No Child Left Behind that continue to provide an important accountability function, but also allow flexibility for schools and districts to use assessment results in ways that can increase teaching and learning for all students,” Camara explained. The council will offer expert advice in such areas as the use and applicability of minimum subgroup sizes for proficiency calculations and the principles necessary for ensuring that performance indexes are consistent with the Title I statute
and regulations.

“Historically, the College Board has been a leader in creating rigorous standards and high-quality assessments,” Camara said. “I look forward to working with the department and other council members in ways that can bring our experience to these issues.”

Tom Fisher, former Florida state director of testing, will chair the council. All members are experts in assessment and accountability and represent a range of backgrounds from academicians and researchers to national, state and local policymakers. The group’s first meeting will be held within the next few months.
